Community development
Economic opportunity. Jobs. Infrastructure. Room to grow.
RW HAN helps communities address local economic development, employment opportunities, and energy and infrastructure needs. We connect these priorities with funding-source research, project economics, and development plans that respond to local demand, available resources, and realistic growth potential.
We work with qualified third-party firms to perform economic analysis and provide third-party assessment of the commercial assumptions and methodology used in RW HAN’s funding-source research, commercial viability assessments, and feasibility analyses. Their work tests assumptions about demand, costs, funding availability, operating performance, and potential economic and employment benefits—helping clients make informed decisions about whether, when, and how to proceed.
Working alongside engineering, architecture, accounting, and other specialists, we translate those findings into practical scope, phasing, and delivery decisions. The purpose is an achievable project that addresses community needs and provides a clear basis for evaluating results.
Why RW HAN?
The right experience. For your community or project team.
Practical advisory support for public owners and specialized subconsultant support for prime firms and development teams.
Your community’s priorities. Experience from the ground.
Municipal teams know their communities and the responsibility of caring for public assets. Outdoor hospitality adds a specialized set of decisions—from guest demand and lodging choices to utility needs, staffing, maintenance, reservations, and seasonal operating costs. That expertise may sit outside a department’s day-to-day responsibilities, especially when teams are already stretched.
RW HAN brings the practical perspective of its founder and team’s work in project development, outdoor hospitality, and operating destinations such as Clay Cosmos. Lessons learned through hands-on work, trial and error, and ongoing adjustments help us ask better questions early: What will visitors use? What can the site support? What will it take to operate well? And which approach fits the community’s resources and priorities?
01 / Qualify & select
Choose lodging that fits the place—and makes it distinct.
Outdoor lodging selection is a core part of RW HAN’s advisory work. We help clients qualify, compare, and select cabins, tents, and other accommodation concepts, then recommend a mix suited to the property, its intended guests, and the operator’s capabilities. Our practical development and operating experience helps connect a distinctive guest experience with achievable costs and day-to-day use.
We review supplier-provided information, references, delivery history, stated production capacity, product readiness, replacement-part availability, and service arrangements to identify commercial purchasing risks. We organize questions about continuity of supply and payment milestones for the client and its advisors. Financial assurance or solvency opinions are outside our scope; interpretation of warranties, deposit protections, and contractual remedies remains with counsel. We also consider installation requirements, utility needs, durability, maintenance, and total ownership costs. Recommendations consider demand, seasonality, accessibility needs, site constraints, and the potential for phased deployment, with technical and code-related suitability assessed by the appropriate licensed professionals and authorities.
A distinctive design is only part of a sound selection. Clients also need confidence in how a product will be delivered, maintained, and supported if a supplier’s circumstances change. At the same time, choosing a familiar catalog of units without a clear guest proposition can leave a property difficult to distinguish from competing destinations. We help balance originality with dependable delivery and long-term operating practicality.
02 / Test the practicalities
Connect the idea to operating reality.
Look beyond installation costs to cleaning, maintenance, reservations, marketing, staffing, and seasonal revenue. We help organize commercial assumptions and coordinate technical input so a promising concept can be evaluated against the realities of delivery and daily operations.
03 / Choose a delivery approach
Weigh procurement and concession options.
Compare direct public operation, contracted management, concessions, and other public-private arrangements. Consider public access, service standards, responsibility for investment and maintenance, revenue arrangements, and performance measures. We support market-sounding and RFI/RFQ/RFP planning and administrative coordination, with the municipality and its counsel determining legal authority, procurement requirements, and contract terms.
04 / Identify an achievable next step
Match the ambition to available resources.
Assess project budgets, potential funding sources, grant opportunities, and whether private participation warrants further exploration. Phase improvements around realistic resources and readiness. RW HAN provides funding-source research and commercial analysis; financing recommendations and other regulated services remain with appropriately authorized professionals.
Specialized experience · Public land & conservation-sensitive settings
Work with the land. Put the master plan into practice.
Some outdoor hospitality opportunities involve conservation-sensitive land, public recreation areas, or federal land leased to a county. RW HAN helps clients evaluate whether carefully located, low-impact lodging and visitor amenities could support the site’s recreation and stewardship objectives. Options may include smaller footprints, reversible installations, phased deployment, and approaches that limit ground disturbance and new utility corridors, where suitable.
Our experience includes serving as prime commercial and project-development consultant to Lovejoy Capital on the Pyne Road Park proposal at West Point Lake in Troup County, Georgia, and coordinating project information and submissions with county representatives, counsel, technical specialists, and U.S. Army Corps of Engineers staff for a county-leased federal recreation site. This brings a specialized perspective to commercial planning and administrative coordination supporting implementation of an approved master plan, including practical product choices, commercial feasibility, stakeholder coordination, and phased delivery.
We help organize the questions, specialist input, and decision milestones needed to move from a master-plan concept toward a deliverable phase of work: what fits the land’s intended use, how public access is maintained, which improvements depend on infrastructure, and who will operate and maintain them. Low-impact construction is one consideration in that evaluation; compatibility with conservation objectives, lease conditions, environmental review, and required county and Corps approvals must also be established. Counsel interprets lease rights, permitted uses, and legal requirements. Technical studies, design, installation, and technical supervision remain with the appropriately authorized professionals and contractors. The county and Corps retain their respective approval authority; RW HAN does not provide legal representation or promise an approval.
One shared direction. Fewer repeated starts.
We help staff, decision-makers, and specialist advisors work from a common understanding of the site, the options, and the tradeoffs. A coordinated decision process can reduce repeated discovery, overlapping studies, and avoidable rework—helping the municipality use its time and advisory budget more efficiently.
Start with a question
You do not need a finished plan to begin.
Looking for ways to improve a park or campground? Exploring funding possibilities? Wondering whether a concession or a different operating model could work? Tell us what you have, what needs to improve, and what you would like to understand. We can discuss the questions worth answering and a sensible scope for the next step.
Please share only nonconfidential introductory information. Do not send passwords, financial account details, confidential proposals, or sensitive personal information through email or scheduling. An inquiry or introductory call does not by itself establish a consulting engagement or confidentiality agreement. Agree on scope and any needed confidentiality arrangements before sharing restricted materials. Public-sector records may be subject to disclosure under applicable law.
RW HAN can serve as a subconsultant to an architecture and engineering (A/E) firm, energy services company (ESCO), or development firm. We bring practical outdoor hospitality experience, commercial feasibility analysis, public-sector process familiarity, and project coordination to a defined part of the prime firm’s assignment.
For A/E teams, we can contribute visitor and operator requirements, lodging-option comparisons, and commercial assumptions that inform the design brief. For ESCOs, we can support opportunity development, owner-priority discovery, operating-cost scenarios, and administrative proposal coordination. For development firms, we can assist with market positioning, lodging and supplier selection, stakeholder coordination, and phased implementation planning.
We work within the prime’s agreed scope, schedule, and reporting structure, helping connect specialist work with how a destination will be funded, delivered, and operated. The prime retains responsibility for its client engagement, and licensed providers retain responsibility for regulated professional services. RW HAN’s subconsultant role remains commercial, advisory, and administrative; the prime’s credentials do not extend professional authorization to RW HAN.
Extend your team around a defined need. RW HAN can contribute focused expertise during pursuit, proposal development, commercial evaluation, or implementation planning, with deliverables aligned to the prime’s assignment and the owner’s priorities.

Scopes can include commercial feasibility, outdoor lodging and operator requirements, funding-source research, administrative procurement and proposal support, stakeholder coordination, and implementation scheduling.
Deliverables, reporting, compensation, and relevant affiliations are agreed with the prime before work begins, with client approvals where required. Engineering and energy-savings verification, architectural design, legal advice, accounting assurance, and regulated financing advice remain with the appropriately authorized providers.
RW HAN is a boutique advisory and consulting firm focused on commercial strategy, owner-side coordination, and defined subconsultant support to prime firms. Engineering, architecture, accounting, legal services, and construction are provided within separately defined scopes by appropriately licensed or authorized providers. RW HAN does not perform their regulated professional work. MUSH: municipalities, universities, schools, and hospitals.
How advisory and specialist services are scoped
Commercial analysis and funding research. RW HAN evaluates market demand, operating scenarios, project budgets, and potential funding sources. These services do not include recommending the structure, timing, or terms of municipal securities or covered municipal financial products, soliciting securities investors, placing securities, or providing investment advice. Such work requires a separately engaged, appropriately registered provider or a specifically applicable lawful exemption. Where relevant, financing assumptions are supplied by the client or its authorized financial advisor and identified as such. RW HAN does not independently recommend bond structures, interest-rate assumptions, issuance timing, or financing terms in unsolicited proposals, feasibility models, or comparisons of procurement options. Any proposed municipal-securities-related analysis is referred to counsel and an appropriately registered advisor to determine the required scope and authorization before work proceeds.
Independent professional responsibility. RW HAN coordinates objectives, information, schedules, and administrative deliverables. Engineering analysis, technical feasibility, design, certification, and professional supervision remain with authorized providers. Legal interpretation, legal instrument and contract drafting, advice on legal rights, and legal compliance determinations remain with counsel. RW HAN’s procurement support is limited to commercial input, scheduling, information organization, and administrative coordination; the owner and its counsel determine procurement authority, legal requirements, and concession or lease terms. Construction performance and contractor responsibilities remain with appropriately licensed contractors.
Analysis, not assurance. Commercial forecasts and economic-impact estimates are based on stated assumptions. Third-party assessment of those commercial assumptions is not an audit, attestation, financial-statement review, or guarantee of funding or results. RW HAN does not provide accounting assurance, certify financial information, or express opinions on the reliability of financial statements. Accounting assurance services are separately engaged with appropriately licensed providers.
Engagement-specific roles. The client, scope, compensation, authorizations, and responsibilities are established before work begins. Relevant ownership interests, affiliations, supplier relationships, referral compensation, and procurement fees or margins are disclosed before recommendations or purchasing decisions. Potential conflicts involving an advisory role and a developer or supplier interest are evaluated with the client and its counsel under applicable procurement requirements. A conflicting role is declined or limited where required; disclosure alone does not make a prohibited arrangement permissible. The agreed services and actual activities must remain within those boundaries; another firm’s credentials do not confer professional authorization on RW HAN.
Community development in practice
Clay Cosmos. Local activity. A basis for growth.
Lumpkin / Stewart County, Georgia An operating destination that illustrates the connection between visitor spending, local purchasing, employment opportunities, and supporting infrastructure.
From the beginning to an operating destination
RW HAN has been involved with Clay Cosmos from the beginning. The operating outdoor hospitality property near Providence Canyon gives visitors a place to stay and a base for exploring Southwest Georgia. It provides a concrete setting for connecting tourism, guest experience, and the practical work of delivering a project.
Clay Cosmos · Lodging placement in progress More opportunities to stay, explore, and connect.
Expanding Lodging Capability
RW HAN’s continuing work with Clay Cosmos connects lodging selection, administrative coordination of placement schedules, and coordination of specialist input on supporting infrastructure with the goal of welcoming more tourists to Providence Canyon State Park. Expanding lodging capability gives visitors more opportunities to stay nearby, explore, and connect with the surrounding community. More places to stay can encourage longer visits, giving guests time to explore Lumpkin, Stewart County, and surrounding Southwest Georgia communities. The goal is to connect tourism with local restaurant and retail spending, purchasing from local vendors, and opportunities for employment and business growth.
01
Establish the destination
Begin with an operating property that connects overnight stays to Providence Canyon and Southwest Georgia.
02
Add lodging and supporting infrastructure
Expand places to stay and the supporting infrastructure needed to welcome more Providence Canyon State Park visitors, with guest readiness and sustainable operations guiding delivery.
03
Measure the benefit and guide future investment
Evaluate guest nights, visitor activity, local purchasing, and nearby business spending to inform the next achievable step.
EC
Connect overnight stays with the local economy
Clay Cosmos creates a place for visitors to stay while exploring the area. Guest purchases at the property and nearby restaurants, shops, fuel stations, and other businesses can support local commerce. Taxable purchases can also contribute sales-tax revenue, with the local share determined by the applicable tax rules and allocation arrangements.
MI
Track direct activity and wider community benefit
Track lodging revenue, guest nights, site visits, local vendor spending, and employment using information supplied by the operator. Track tax information supplied by the operator and its accounting or tax professionals; tax calculations, filings, and compliance verification are outside RW HAN’s scope. Assess spending at nearby businesses separately using visitor surveys or other supporting data. Compare results over time as lodging capability expands and more visitors have the opportunity to stay in the area.
Expansion source: Clay Cosmos’s Instagram updates, reproduced on its About page. Expansion is described as an ongoing development effort, rather than a statement that new accommodations are open for booking. Community impact to track: guest nights and site visits; changes in foot traffic; guest spending at nearby businesses; local purchasing and employment. These are measures to evaluate, not claims of verified results. No quantified economic-impact, local sales-tax, or foot-traffic results are claimed here. Gross guest spending is not treated as net new local economic impact; wider-impact estimates require supporting data and stated assumptions. Clay Cosmos is the project example; RW HAN’s involvement and Phase 2 work are described separately from property ownership and operation.
Experience applied to public priorities
Practical delivery. Measurable community benefit.
Connect procurement, project economics, and implementation with outcomes a community can evaluate.
Procurement & public-sector process
Move complex opportunities through the right steps
RW HAN’s founder and team bring complementary experience in project and program management, public service, business development, government relations, and stakeholder engagement. The founder’s more than 20 years of construction and infrastructure program management experience is strengthened by team resources with perspectives on public-sector priorities, community needs, and the coordination required to advance complex projects.
Together, we help clients organize commercial feasibility, funding-source research, administrative procurement requirements, P3 project planning, stakeholder coordination, approvals, and implementation milestones into a workable sequence. Our role is to connect project economics and delivery needs with an understanding of municipal procedures, public decision-making, and the responsibilities of each participant.
We work alongside public staff, legal counsel, engineers, architects, planners, accountants, and other specialists to align the proposal with the owner’s protocols, resources, and delivery responsibilities. A shared project direction helps reduce repeated discovery, overlapping advisory work, and avoidable delays—supporting an efficient path from evaluation through procurement and approvals to deployment and viable operations.
Benefits & accountability
Define the benefit. Establish how to measure it.
Project success should be evaluated through evidence: economic activity, employment opportunities, infrastructure capacity and reliability, energy and utility performance, local purchasing, and business growth. Qualified third-party firms can assess potential economic benefits and assess the commercial assumptions and methodology used in RW HAN’s funding-source research and commercial feasibility work within an agreed scope.
We help identify the starting conditions, expected benefits, measures, and reporting responsibilities before implementation. Third-party assessment of commercial assumptions and methodology helps test those assumptions and strengthen the basis for investment and delivery decisions. Economic-impact estimates are distinguished from observed results, and expansion is assessed against operating experience and community priorities.
The founder’s and team’s individual career experience informs this approach. Prior-employer projects are not presented as RW HAN contracts, and references to public-sector experience do not imply endorsement by any public agency, former employer, or client.
Our approach
Plan for impact. Deliver in achievable steps.
RW HAN is a boutique advisory and consulting firm. We are not an engineering, architectural, accounting, or law firm. We work alongside those professionals on our clients’ behalf or collaborate with them directly, with each provider retaining responsibility for its professional services. Each community needs its own solution. We bring creativity to the opportunity, assess commercial and operating assumptions, and coordinate specialist input on site, infrastructure, and regulatory constraints to establish a viable first phase. Legal and technical determinations remain with the appropriately authorized professionals. Operating results guide future growth.
01
Understand the place
Listen to community priorities. Review attractions, visitor patterns, local businesses, and the site’s infrastructure.
02
Test the economics and local benefit
Assess demand, costs, and operating needs alongside opportunities for local spending, purchasing, and employment.
03
Tailor a deliverable first phase
Work with engineering, architecture, accounting, and other specialists to test assumptions and define a feasible scope. Set responsibilities, funding needs, and milestones for a project the team can execute.
04
Operate, evaluate, and grow
Track visitor activity and operating results. Expand when demand, infrastructure, and economics support the next step.
Experience behind the work
Robert Han
Founder, RW HAN
Project development · P3 strategy Energy & infrastructure Tourism & community development
Robert Han helps public- and private-sector leaders evaluate, structure, and advance complex capital projects where development strategy, operating economics, private investment, and public priorities intersect. With more than 20 years of U.S. and international construction and infrastructure program management experience and an extensive portfolio of prior projects, he connects the initial opportunity with procurement coordination, project economics, specialist financial input, delivery planning, and operations.
As Founder of RW HAN, Robert focuses on commercial advisory services, feasibility, procurement coordination, P3 project planning, and owner-side development support. His track record informs how he works within municipal procedures, public-sector protocols, approval processes, and the responsibilities of multidisciplinary teams. He brings specialist firms together around the project’s needs, connecting creative ideas with technical input, financial realities, and an achievable delivery plan. His concurrent roles as Managing Partner of Lovejoy Capital, co-founder and partner of British American Camping, and co-founder of Clay Cosmos bring perspectives from investment and execution, outdoor hospitality development, and property operations. Each organization has its own responsibilities and project relationships.
Earlier in his career, Robert worked with ENGIE/Prenova, NORESCO/Carrier, Honeywell International, and ABM Industries. His experience spans performance contracting, energy and infrastructure programs, facility operations, financial modeling, and coordination of subcontractors, engineers, and construction teams across government, institutional, federal, and commercial settings. It includes complex laboratory energy improvements and outsourced federal facilities operations, where technical requirements, procurement obligations, and continuity of service had to be coordinated.
Today, he applies that background to municipal infrastructure, parks and recreation, tourism, and outdoor hospitality. Through Lovejoy Capital, Robert’s work includes the Lake Tobesofkee interim planning agreement and the Pyne Road Park predevelopment milestone described below. These examples demonstrate experience advancing proposals through public-sector evaluation; they do not establish final concession awards, completed construction, or measured operating results. At Clay Cosmos, RW HAN’s involvement from the beginning through Phase 2 connects development planning with the realities of an operating destination.
Robert’s focus is achievable community benefit, particularly in rural and regional places: identify local strengths, test the economics, align the right resources, and deliver in phases that can be built, operated, and sustained. Visitor activity, local spending, infrastructure performance, and operating results provide the basis for evaluating progress and guiding further investment.
Prior-employer examples describe Robert’s individual career experience. They are not presented as RW HAN contracts or endorsements by former employers or clients. Current project roles and outcomes are attributed to the relevant organization.

Lake Tobesofkee proposal advances to interim planning agreement
RW HAN’s role. RW HAN served as prime commercial and project-development consultant to Lovejoy Capital on the unsolicited P3 proposal submitted to Macon-Bibb County.
Macon-Bibb commissioners approved a planning agreement with Lovejoy Capital to study potential improvements at Lake Tobesofkee. The milestone follows Lovejoy Capital’s unsolicited P3 proposal for outdoor hospitality and recreation improvements.
The interim stage provides a framework to evaluate the concept and develop plans. It is a preliminary planning milestone; the cited reporting does not establish a final development or operating concession award.
Pyne Road Park proposal advances to federal review discussions
RW HAN’s role. RW HAN served as prime commercial and project-development consultant to Lovejoy Capital on the unsolicited P3 proposal submitted to Troup County for Pyne Road Park at West Point Lake. The work connects the park’s master-plan priorities with proposed outdoor hospitality and recreation improvements on land leased by the county from the U.S. Army Corps of Engineers.
Troup County approved an agreement allowing Lovejoy Capital to pursue U.S. Army Corps of Engineers approval for its proposed Pyne Road Park improvements. The county’s published proposal identifies the project as an unsolicited P3 submission.
The agreement enables the next stage of evaluation with the federal landowner. The May 2025 reporting states that final development remained subject to further studies and county and Corps approvals; it does not establish an unconditional construction or operating award.
Downtown Lumpkin, Georgia · Local economic development
Three downtown buildings. A stronger connection to local tourism.
RW HAN’s role. RW HAN served as a consultant to Piedmont Hospitality Holding LLC in connection with its purchase of three buildings in downtown Lumpkin, Georgia. The work focused on the commercial opportunity to connect visitor needs with local businesses and a stronger downtown economy.
The investment seeks to build on the momentum at Clay Cosmos and respond to opportunities to better serve visitors to Providence Canyon State Park and Florence Marina State Park. The aim is to give travelers more reasons to spend time in Lumpkin and support businesses close to the destinations they come to explore.
By connecting outdoor tourism with downtown activity, the initiative seeks to encourage local spending, support vendors and small businesses, and create opportunities for employment and business growth. These are intended community benefits, rather than measured economic-impact results.
